Key to sustainable improvements in any law enforcement organization is the development of institutional capacity from the top-down, and the bottom-up. We seek to strengthen leadership philosophy and style; shift the training orientation for new personnel to one that embraces democratic policing; and instill an organizational culture that stresses a commitment to community service.
