TEG is able to assess all aspects of a host country’s criminal justice system to plan, implement and evaluate appropriate programs. Capacity building means developing sustainable and functional performance outcomes that are consistent with the principles of policing in a free society. Capacity building consists of several activities that build strong organizations.

Organizational Development

TEG believes that organizations require strong foundations in order to thrive. These foundations are best built through an orderly, systematic process that contains the following elements:

  • Strategic Planning

    TEG can assist the host country by developing a strategic plan that contains: a clear organizational vision and mission; a set of prioritized functions; a table of organization; a staffing and deployment plan; and professional standards including policies, procedures and job descriptions. These items form the basis for coordinating long-term development activity by both the host country and international donors. They can also serve as a baseline against which to measure success.

  • Legal Authority Reform

    This may include a review of the host country’s constitution, its organic police law, its criminal law and its code of criminal procedure. This review will produce recommendations that will enable the police to operate more effectively and in accordance with international standards.

  • Human Resource Development

    The most important resource in any organization is its personnel. TEG can assist in personnel recruitment, vetting, and selection at all levels. We can also design and deliver training and development programs that conform with the principles of adult learning and which address:

    • basic police knowledge and skills for entry level personnel;
    • leadership, management and supervisory skills for executives, senior commanders, mid-level management and first line supervisors;
    • advanced and specialized knowledge and skills for police investigators, forensic technicians, intelligence analysts, crime prevention specialists and other criminal justice specialists.
  • Justice Integration

    In any country, in order for the CJS to function properly, every component of that system must work in an effective and coordinated manner. TEG is able to build strong inter-agency relationships between the various CJS components by demonstrating their interdependence on one another, and by providing examples of operational linkages to law enforcement leaders, prosecutors, courts, and correctional administrators; including laws, policies, procedures, and electronic records management systems. We can also assist host countries in establishing joint CJS oversight bodies to ensure continuing coordination and problem resolution.
